Summary
Webhooks are sent asynchronously and are not guaranteed to be delivered in order, though receiving a customer_transfer_failed after a customer_transfer_completed could mean that after Dwolla transmitted the transfer to the bank, the bank returned it.
This could be due to an R03, R04 and other similar return codes.
